Laurence M. Downes
Chairman of the Board and Chief Executive Officer
New Jersey Resources

Mr. Downes is Chairman of the Board and Chief Executive Officer (CEO) of New Jersey Resources (NJR) and its principal subsidiary, New Jersey Natural Gas (NJNG).

Mr. Downes joined NJR in March 1985 and has served as CEO since July 1995.

Mr. Downes is a Director and past Chairman of the American Gas Association and the Natural Gas Council, as well as a Trustee of the American Gas Foundation. He chairs the John J. Heldrich Center for Workforce Development’s National Advisory Board at Rutgers University and serves as a member of the Boards of the New Jersey Economic Development Authority, the Drumthwacket Foundation and Choose New Jersey. 

He received a bachelor's degree in business administration in finance in June 1979 from Iona College and a master's degree in business administration in financial management from Iona in June 1981.

Ellis

Kathleen T. Ellis
Executive Vice President - Policy and Strategic Development

Ms. Ellis joined New Jersey Resources (NJR) in 2004 and is responsible for strategic planning, long and short-term communications, government relations and the development and implementation of all customer and community relations. Prior to her current position, from 2008 to 2016, she served as Executive Vice President and Chief Operating Officer of New Jersey Natural Gas, NJR’s principal subsidiary and the largest independent natural gas distribution company in New Jersey, and from 2004 through 2008 as Senior Vice President of Corporate Affairs.

Before joining NJR, Ms. Ellis was Director of Communications for Governor James E. McGreevey. She also has served as Director of Government Relations and Communications for Newark, N.J.-based Public Service Electric and Gas, one of the largest combined electric and natural gas companies in the United States.

Ms. Ellis is an alumna of Harvard Business School’s Advanced Management Program and is a Phi Beta Kappa graduate of the State University of New York at Binghamton with a degree in economics.

She is a board member of Hackensack Meridian Health; New Jersey Future, serving as Secretary and an Executive Committee member; PAM's List - New Jersey; Interfaith Neighbors, Inc., in Asbury Park and as a member and co-chair of the New Jersey Climate Adaptation Alliance Advisory Committee at Rutgers' Bloustein School.

Figueroa
Rhonda M. Figueroa

Ms. Figueroa joined New Jersey Resources (NJR) in 1981. As Corporate Diversity Officer, she is responsible for facilitating an open and inclusive workplace, where all people are treated with dignity and respect, as well as developing programs and initiatives that promote diversity and inclusion as a core value. Prior to her current position, she served as the Company’s Corporate Secretary.

She graduated with a bachelor's degree in business from Richard Stockton College of New Jersey and a master's degree in business administration from Monmouth University. She also received her Diversity and Inclusion Professionals certificate from the Cornell University School of Industrial and Labor Relations.

Ms. Figueroa is a member of the Society of Corporate Secretaries and Governance Professionals and serves as a Trustee of the FoodBank of Monmouth and Ocean Counties, and third vice president on the Board of Directors of the Girl Scouts of the Jersey Shore.

Hartman
Keith Hartman

Mr. Hartman joined NJR Home Services (NJRHS), the company’s unregulated appliance service business, in June 2015. In this capacity, Mr. Hartman oversees all NJRHS’ operations and service activities and continues to build its business.

With more than 33 years of industry experience, Hartman joined NJRHS from Ameresco Commercial Solutions, a leading provider of energy-efficiency and renewable energy solutions throughout North America, where he served as president. Prior to his role at Ameresco, Mr. Hartman was the chief executive officer of Willdan Lighting and Electric, Inc. and previously served as a consultant to New Jersey Resources, helping launch its residential solar business. He has also held leadership positions at Comverge; Public Energy Solutions; PSEG Energy Technologies and SLi Lighting Solutions, Inc.

Mr. Hartman received a Bachelor of Science in Business Economics from the State University of New York, Oneonta.

Kahrer


Mark G. Kahrer

Vice President - Regulatory Affairs
New Jersey Natural Gas

Mark G. Kahrer joined New Jersey Natural Gas (NJNG) in 2017 as Vice President of Regulatory Affairs, where he is responsible for overseeing NJNG’s regulatory strategy.

Prior to joining NJNG, Mr. Kahrer spent 34 years with Newark, NJ-based Public Service Electric and Gas Company (PSE&G) and its parent, Public Service Enterprise Group (PSEG). Throughout his tenure with PSE&G, he served in numerous capacities, including Vice President of Finance for PSE&G and PSEG Power and most recently as Senior Director – Business Performance and Improvement for PSE&G and PSEG Long Island.

Mr. Kahrer received his Bachelor of Science degree in accounting from Saint Peter’s College and a Master of Business Administration degree in finance from Seton Hall University. He is a certified public accountant, and a member of the New Jersey Society of Certified Public Accountants, as well as a member of the New Jersey Utilities Association and the executive committee of the Board of Trustees of Saint Peter’s University.

Kellner


Linda B. Kellner

Director of Government Affairs
New Jersey Natural Gas

Ms. Kellner joined New Jersey Natural Gas (NJNG) in 1995. Her responsibilities include state and federal legislative activities, local government and community relations associated with environmental remediation efforts for the company.

From March 2010 through April 2012, Ms. Kellner served the state as a loaned executive, heading up the New Jersey Business Action Center within the New Jersey Department of State. As a member of the Department’s senior leadership team, she was responsible for executing the Center’s creation, which today serves as a “one-stop” shop for business and is responsible for attracting, retaining and growing business in New Jersey. Ms. Kellner also served at the New Jersey Economic Development Authority as the Executive Director of the Office of Recovery, which assists small businesses impacted by Superstorm Sandy.

Ms. Kellner received a Bachelor of Arts degree from Middlebury College and is a graduate of Leadership New Jersey.

She currently serves as a member of the Boards of the Jersey Shore Partnership, the New Jersey Alliance for Action and Crossroads of the American Revolution. Additionally, Ms. Kellner serves on the Board of Trustees of the New Jersey State League of Municipalities Education Foundation.

James Kent

Mr. Kent joined New Jersey Resources (NJR) in 2013 and is responsible for the leadership of the corporate finance and risk management functions, including treasury and investor relations. With over 26 years of experience in the energy industry, he is an accomplished leader in the fields of risk management and financial controls. Prior to joining NJR, Mr. Kent worked most recently for Constellation Energy and American Electric Power.

Mr. Kent holds a Master of Business Administration in finance and accounting from the University of Pittsburgh and a Bachelors of Civil Engineering from Villanova University.

Glenn C. Lockwood

Mr. Lockwood joined New Jersey Resources (NJR) in May 1988 and is responsible for the company's overall financial management. Areas that report to him include: financial, tax, treasury, investor relations and shareholder services.

Before being promoted to CFO, he held the positions of Vice President, Controller and Chief Accounting Officer at NJR. Mr. Lockwood worked for Deloitte & Touche, LLP, before joining NJR.

He received his bachelor's degree in accounting from St. Peters College in 1983.

He is a Certified Public Accountant and is a member of both the New Jersey Society of Certified Public Accountants and the American Institute of Certified Public Accountants. Additionally, Mr. Lockwood serves on the Board of Trustees for the Independent College Fund of New Jersey.

Lynch
Craig Lynch

Mr. Lynch joined New Jersey Natural Gas (NJNG) in 1984 and is responsible for the maintenance and expansion of NJNG's distribution system, engineering, transmission system maintenance, regular design and maintenance, the operation of two liquefied natural gas facilities and the storeroom, meter shop and transportation pool.

He earned a bachelor's degree in chemical engineering from West Virginia University.

Mr. Lynch currently serves on the Operating Section Managing Committee and the Integrity Management Steering Group for the American Gas Association. He is also a member of the American Institute of Chemical Engineers.

Massaro
Thomas J. Massaro Jr.

Mr. Massaro joined New Jersey Natural Gas (NJNG) in June 1989 and currently serves as Senior Vice President – Marketing, Customer Service and Energy Efficiency. He is responsible for the marketing and customer service functions at NJNG. Since joining the Company, Mr. Massaro has held several positions in marketing, operations and customer service, including as President of NJR Home Services (NJRHS) from November 2004 to June 2005, Vice President of Corporate Strategy from June 2005 to September 2007 and Vice President of Marketing and Energy Efficiency from July 2007 to December 2015.

Mr. Massaro attended Drexel University, receiving a bachelor of science degree in mechanical engineering in June 1989.

He is a member of the American Gas Association (AGA) Communications and Marketing and Sustainable Growth committees. Along with his participation in AGA Strategic and Visionary sessions, he is also a member of AGA’s Leadership Council.  In addition, he serves on the Board of Directors and the Executive Committee of the Energy Solutions Center.

Migliaccio
Patrick Migliaccio

Mr. Migliaccio joined New Jersey Resources (NJR) in 2009. He is responsible for leadership and management of the corporate finance and accounting functions, including treasury investor relations, and tax. An accomplished leader and accounting expert in the energy industry, he worked for Public Service Enterprise Group and NRG Energy, as well as other energy companies in New Jersey, before joining NJR.

Mr. Migliaccio holds a bachelor’s degree in Finance, an MBA from Fairleigh Dickinson University, and is an alumnus of Harvard Business School’s Advanced Management Program.

Mr. Migliaccio serves on the Board of Trustees for the Independent College Fund of New Jersey.

Mullan

Amanda Mullan
Senior Vice President and Chief Human Resources Officer

Ms. Mullan joined New Jersey Resources (NJR) in April 2015. As Chief Human Resources Officer, she is responsible for designing and managing NJR’s programs and strategies to maximize the potential of its workforce, including labor and employee relations, team building and training, strategic workforce planning and compensation and benefits initiative. Prior to joining NJR, Ms. Mullan served as Director and Senior Vice President of Human Resources in North America for Willis Group Holdings, a leading global risk advisor, insurance and reinsurance broker.

Ms. Mullan holds a Masters of Business Administration from Rider University and a Bachelor of Science from the University of Delaware. She is certified as a senior professional in human resources (SPHR) and holds a Society of Human Resources Management - Senior Certified Professional (SCP) designation.

She currently serves as an Executive Fellow for Rider University’s Center for the Development of Leadership Skills, as a member of the New Jersey Salvation Army Advisory Board and the 180 Turning Lives Around, Inc. Board of Trustees, as well as a member of the American Gas Association, Rider University’s Women’s Leadership Council, and New Jersey Utilities Association Human Resources Committees.

Richard Reich

Mr. Reich joined New Jersey Resources (NJR) in September 2006. His responsibilities include serving as the Corporate Secretary to the Board of Directors of NJR and its subsidiaries, as well as overseeing corporate governance, securities law and other corporate legal matters. He also serves as the Company’s registered agent and keeper of records.

Prior to joining NJR, Mr. Reich served as an associate attorney at Milbank, Tweed, Hadley & McCloy LLP and Troutman Sanders LLP, where he practiced in the areas of finance, securities and general corporate law.

Mr. Reich attended New York University, where he graduated magna cum laude, and went on to New York University School of Law, where he received his juris doctor degree. He is a member of the Society of Corporate Secretaries and Governance Professionals.

Ginger P. Richman

Ms. Richman joined New Jersey Resources (NJR) in 2003. She is responsible for business development, strategy and expanding NJR Energy Services’ (NJRES) presence into new market areas in the West Region. Prior to this, she served as Vice President of NJNG Energy Services for approximately two years, where she was responsible for all gas supply purchases for New Jersey Natural Gas (NJNG) and optimization of the NJNG's storage and transportation portfolio. In addition, her prior experience with NJR includes Vice President of NJRES where she oversaw the Transportation and Exchange group, business development, strategy and the company's expanding presence in new market areas. Before joining NJR, Ms. Richman served as Vice President of Transportation at El Paso Corporation in Houston. Her career at El Paso included a broad spectrum of responsibilities including valuation and analysis, and the creation and oversight of a mid-marketing group.

Ms. Richman received a BBA finance degree from University of Houston - Downtown.

Jacqueline K. Shea

Ms. Shea joined New Jersey Resources (NJR) in June 2016. As Vice President and Chief Information Officer, she is responsible for advancing NJR’s strategic goals through the investment, planning and management of the company’s information technology portfolio, including information infrastructure, internet and business applications, end-user support and cyber security.

Prior to her current position, Ms. Shea served as Chief Information Officer at Godiva Chocolatier and as Senior Vice President of Information Technology and Chief Information Officer for Tommy Hilfiger North America.

She holds a bachelor’s degree in Political Science from the State University of New York at Albany.

Timothy F. Shea

Mr. Shea joined New Jersey Resources (NJR) in 1998, contributing his extensive market knowledge and industry experience to NJR Energy Services (NJRES).

As Vice President – NJRES, Mr. Shea is responsible for natural gas supply acquisitions, transportation agreements and the continued growth of the business.

Prior to joining NJR, Mr. Shea served nearly a decade in the natural gas marketing business, working for some of the nation’s leading energy companies, including Union Pacific Fuels and Columbia Gas Group.

Mr. Shea received a Bachelor of Arts degree from the University of North Carolina at Chapel Hill.

Mr. Smith joined New Jersey Resources (NJR) in 1984 as an Associate Auditor. In his prior role as Director of Internal Audit, he systematically redefined the internal audit function at NJR.

Mr. Smith has a bachelor's degree in accounting from Monmouth University.

Certified as an internal auditor, fraud examiner, and holding a certification in risk management assurance, Mr. Smith is a member of the Association of Certified Fraud Examiners and the Institute of Internal Auditors.

Nancy A. Washington

Nancy A. Washington joined New Jersey Resources (NJR) in 2017 as Senior Vice President and General Counsel and is responsible for developing and directing the corporate legal function and overseeing corporate compliance.

Prior to joining NJR, Ms. Washington served as senior vice president and chief litigation counsel for CIT Group Inc. An accomplished litigator, she was a partner at Saiber, LLC, served as counsel in the commercial litigation and creditors’ rights practice at McCarter & English, LLP and was an associate at Drinker, Biddle & Reath, LLP. She began her law career with a clerkship for the Honorable Vincent J. Commisa, former Chief Judge of the United States Bankruptcy Court for the District of New Jersey.

Ms. Washington is a graduate of The College of New Jersey, where she received her undergraduate degree in accounting, and Seton Hall University School of Law, where she earned her juris doctor degree. She is a member of the American Bar Association, Federal Bar Association, New Jersey State Bar Association, International Women’s Insolvency and Restructuring Confederation and Executive Women of New Jersey.

Mr. Westhoven joined New Jersey Natural Gas (NJNG) in November 1990. In his role as Senior Vice President and Chief Operating Officer of NJR Energy Services (NJRES) and NJR Clean Energy Ventures (NJRCEV), he is responsible for natural gas supply acquisitions, transportation agreements and the continued growth and development of NJRES, as well as the development of new business opportunities at NJRCEV.

Prior to his current position, he worked in the engineering and gas supply departments, before becoming a Director, and eventually Senior Vice President of NJRES.

Mr. Westhoven earned a Bachelor of Science degree in mechanical engineering from Catholic University and is an alumnus of Harvard Business School’s Advanced Management Program.
