Laurence M. Downes
Chairman of the Board and Chief Executive Officer
New Jersey Resources

Mr. Downes is Chairman of the Board and Chief Executive Officer (CEO) of New Jersey Resources (NJR) and its principal subsidiary, New Jersey Natural Gas (NJNG).

Mr. Downes joined NJR in March 1985 and has served as CEO since July 1995.

Mr. Downes is a Director and past Chairman of the American Gas Association and the Natural Gas Council, as well as a Trustee of the American Gas Foundation. He chairs the Finance Council of the Catholic Diocese of Trenton, and serves as a member of the Boards of the New Jersey Economic Development Authority, the Drumthwacket Foundation and Choose New Jersey. Additionally, Mr. Downes is a member of the Board of Questar Corporation.

He received a bachelor's degree in business administration in finance in June 1979 from Iona College and a master's degree in business administration in financial management from Iona in June 1981.

Dugan
Mariellen Dugan
Senior Vice President and General Counsel
New Jersey Resources

Ms. Dugan joined New Jersey Resources (NJR) in December 2005. As Chief Legal Officer and Chief Compliance Officer, she is responsible for developing and directing the corporate legal function, including litigation management, general corporate and securities matters, corporate governance and compliance. Prior to joining NJR, Ms. Dugan served prominent roles in the New Jersey Office of the Attorney General, first as Chief of Staff and then as First Assistant Attorney General. A veteran litigator, she was an Assistant United States Attorney for the District of New Jersey and was of counsel to the law firm of Marino & Associates in Newark, New Jersey.

Ms. Dugan has also taught as an adjunct professor at Seton Hall Law School, where she is currently a member of the Board of Visitors. She is also a trustee of the New Jersey Institute of Social Justice.

Ms. Dugan attended Montclair State College, where she received her undergraduate degree and graduated summa cum laude. Thereafter, she went on to attend Seton Hall Law School where she received her juris doctor degree and graduated magna cum laude in 1991.

Ellis
Kathleen T. Ellis
Executive Vice President and Chief Operating Officer

Ms. Ellis joined New Jersey Resources (NJR) in 2004 and is responsible for the delivery of energy and customer service to half a million residential and business customers. Additionally, she oversees the development and successful implementation of marketing strategy and new business development, long and short-term communication, regulatory, government relations and environmental policies and strategies, and the development and implementation of all customer and community relations programs. Before joining NJR, Ms. Ellis was Director of Communications for Governor James E. McGreevey. She also has served as Director of Government Relations and Communications for Newark, N.J.-based Public Service Electric and Gas, one of the largest combined electric and natural gas companies in the United States.

Ms. Ellis is an alumna of Harvard Business School’s Advanced Management Program and is a Phi Beta Kappa graduate of the State University of New York at Binghamton with a degree in economics.

She is a board member of Meridian Hospitals Corporation; 180 Turning Lives Around; New Jersey Future, serving as Secretary and an Executive Committee member; PAM's List - New Jersey; Interfaith Neighbors, Inc., in Asbury Park and as a member and co-chair of the New Jersey Climate Adaptation Alliance Advisory Committee at Rutgers' Bloustein School.

Figueroa
Rhonda M. Figueroa

Ms. Figueroa joined New Jersey Resources (NJR) in 1981. Her responsibilities include serving as the secretary to the Board of Directors of NJR and its subsidiaries as well as various internal committees. She also serves as the company's registered agent and keeper of records.

She graduated with a bachelor's degree in business from Richard Stockton College of New Jersey and a master's degree in business administration from Monmouth University.

Ms. Figueroa is a member of the Society of Corporate Secretaries and Governance Professionals and serves as a Trustee of the FoodBank of Monmouth and Ocean Counties, and third vice president on the Board of Directors of the Girl Scouts of the Jersey Shore.

Gardner
Richard R. Gardner
Vice President - Business Development
NJR Clean Energy Ventures

Mr. Gardner joined New Jersey Resources (NJR) in 1983. His responsibilities at NJR Clean Energy Ventures (NJRCEV) include business development, strategy, project implementation and asset optimization. Additionally, he is responsible for natural gas midstream investments. Throughout his more than 29 years at NJR, he has held various positions in information technology, gas supply, energy trading and business development before transferring to NJRCEV in 2010.

Mr. Gardner graduated from Bates College in 1981 with a bachelor's degree in political science. Upon graduation, he continued his education in the information systems area.

He currently serves as a Trustee on the FoodBank of Monmouth and Ocean Counties and the Wall Foundation for Educational Excellence.

Keith Hartman

Mr. Hartman joined NJR Home Services (NJRHS), the company’s unregulated appliance service business, in June 2015. In this capacity, Mr. Hartman oversees all NJRHS’ operations and service activities and continues to build its business.

With more than 33 years of industry experience, Hartman joined NJRHS from Ameresco Commercial Solutions, a leading provider of energy-efficiency and renewable energy solutions throughout North America, where he served as president. Prior to his role at Ameresco, Mr. Hartman was the chief executive officer of Willdan Lighting and Electric, Inc. and previously served as a consultant to New Jersey Resources, helping launch its residential solar business. He has also held leadership positions at Comverge; Public Energy Solutions; PSEG Energy Technologies and SLi Lighting Solutions, Inc.

Mr. Hartman received a Bachelor of Science in Business Economics from the State University of New York, Oneonta.

Kellner
Linda B. Kellner
Chief of Staff
New Jersey Natural Gas

Ms. Kellner joined New Jersey Natural Gas (NJNG) in 1995. Her responsibilities include state and federal legislative activities, local government and community relations for the company’s environmental remediation projects. Prior to her current position, she served as Director of Government Affairs for New Jersey Resources.

From March 2010 through April 2012, Ms. Kellner served the State as a loaned executive, heading up the New Jersey Business Action Center within the New Jersey Department of State. As a member of the Department’s senior leadership team, she was responsible for executing the Center’s creation, which today serves as a “one-stop” shop for business and is responsible for attracting, retaining and growing business in New Jersey.

Ms. Kellner received a Bachelor of Arts degree from Middlebury College and is a graduate of Leadership New Jersey.

She currently serves on the Boards of the Jersey Shore Partnership and the Toms River-Ocean County Chamber of Commerce. Ms. Kellner also serves on the Executive Board of the Jersey Shore Council of Boy Scouts and on the Board of Trustees of the New Jersey State League of Municipalities Education Foundation.

Mr. Kent joined New Jersey Resources (NJR) in 2013 and is responsible for the leadership of the corporate finance and risk management functions, including treasury and investor relations. With over 23 years of experience in the energy industry, he is an accomplished leader in the fields of risk management and financial controls. Prior to joining NJR, Mr. Kent worked for Constellation Energy, American Electric Power and Deloitte and Touche, as well as other leading energy companies across the United States.

Mr. Kent holds a Master of Business Administration in finance and accounting from the University of Pittsburgh and a Bachelors of Civil Engineering from Villanova University.

Kerr
Kathleen F. Kerr
Vice President - Customer Services
New Jersey Natural Gas

Ms. Kerr joined New Jersey Natural Gas (NJNG) in January 2005. She is responsible for the utility's customer services. Before joining NJNG, Ms. Kerr was Director of Customer Service for N.J.-based Public Service Electric and Gas (PSE&G), one of the largest combined gas companies in the United States. During her 19 years at PSE&G, she held various positions in customer services and other areas of the utility.

Ms. Kerr holds a bachelor's degree in business administration from Villanova University and attended the Harvard Business School Program for Management Development. She currently serves on the Board of Directors of the Affordable Housing Alliance and chairs the New Jersey Utilities Association (NJUA) Customer Service Committee.

Stan Kosierowski

NJR Clean Energy Ventures

Mr. Kosierowski joined New Jersey Resources (NJR) in September 2008. He is responsible for all activities and operations at NJR Home Services (NJRHS), the unregulated subsidiary of NJR that provides home appliance service, sales and installations, as well as NJR Plumbing Services. Additionally, Mr. Kosierowski is responsible for identifying and developing new business opportunities focused on clean and renewable energy technologies for NJR Clean Energy Ventures.

Mr. Kosierowski previously served as Chief Operating Officer (COO) at the New Jersey Economic Development Authority (EDA). As COO, he was responsible for the day-to-day operations, ensuring the availability of resources to carry out strategic goals, and implementing policies, practices and procedures that allowed for maximum utilization of the authority's assets. Prior to joining the EDA in 2004, Mr. Kosierowski worked for nearly 30 years at Public Service Enterprise Group (PSEG) in Newark, NJ. He held various positions of increasing responsibility in his career with the company, ultimately serving as President and Chief Executive Officer of PSEG Energy Technologies.

Mr. Kosierowski holds a bachelor's degree in mechanical engineering from the Newark College of Engineering. Additionally, he completed the Executive Development Program at The Pennsylvania State University, as well as the Program for Management Development at The Harvard Business School.

He has previously served on various volunteer boards, including the Independent College Fund of NJ, Kessler Rehabilitation Institute, NJIT Board of Overseers, and the Plainfield Country Club.

Lockwood
Glenn C. Lockwood
Executive Vice President and Chief Financial Officer

Mr. Lockwood joined New Jersey Resources (NJR) in May 1988 and is responsible for the company's overall financial management. Areas that report to him include: financial, tax, treasury, investor relations and shareholder services. He also serves as Chief Financial Officer of NJR Capital, the subsidiary responsible for real estate holdings and energy-related investments.

Before being promoted to CFO, he held the positions of Vice President, Controller and Chief Accounting Officer at NJR. Mr. Lockwood worked for Deloitte & Touche, LLP, before joining NJR.

He received his bachelor's degree in accounting from St. Peters College in 1983.

He is a Certified Public Accountant and is a member of both the New Jersey Society of Certified Public Accountants and the American Institute of Certified Public Accountants. Additionally, Mr. Lockwood serves on the Board of Trustees for the Independent College Fund of New Jersey.

Lynch
Craig Lynch

Mr. Lynch joined New Jersey Natural Gas (NJNG) in 1984 and is responsible for the maintenance and expansion of NJNG's distribution system, engineering, transmission system maintenance, regular design and maintenance, the operation of two liquefied natural gas facilities and the storeroom, meter shop and transportation pool.

He earned a bachelor's degree in chemical engineering from West Virginia University.

Mr. Lynch currently serves on the Operating Section Managing Committee and the Integrity Management Steering Group for the American Gas Association. He is also a member of the American Institute of Chemical Engineers.

Massaro
Thomas J. Massaro
Vice President - Marketing and Energy Efficiency
New Jersey Natural Gas

Mr. Massaro has held the position of Vice President of Marketing and Energy Efficiency since July 2007. He previously served as Treasurer of New Jersey Natural Gas (NJNG). He is currently responsible for the marketing function at NJNG. Since joining the company in June 1989 as a Management Engineer, Mr. Massaro has also held several positions in marketing, operations and customer service including Vice President of Corporate Strategy from June 2005 to September 2007 and President of NJR Home Services (NJRHS) from November 2004 to June 2005.

Mr. Massaro attended Drexel University, receiving a bachelor of science degree in mechanical engineering in June 1989.

He serves on the Board of Directors of PlanSmartNJ and is a member of the American Gas Association (AGA) Communications and Marketing committees. Along with his participation in AGA Strategic and Visionary sessions, he is past chair of the AGA Growth Task Force. He also serves on the Board of Directors and the Executive Committee of the Energy Solutions Center.

Patrick Migliaccio

Mr. Migliaccio joined New Jersey Resources (NJR) in 2009. He is responsible for leadership and management of the corporate finance and accounting functions, including treasury and investor relations. An accomplished manager and accounting expert in the energy industry, he worked for Public Service Enterprise Group and NRG Energy, as well as other leading energy companies in New Jersey, before joining NJR.

Mr. Migliaccio holds a bachelor’s degree in Finance and an MBA from Fairleigh Dickinson University.

Amanda Mullan

Ms. Mullan joined New Jersey Resources (NJR) in April 2015. As Vice President of Human Resources, she is responsible for designing and managing NJR’s programs and strategies to maximize the potential of its workforce, including labor and employee relations, team building and training, strategic workforce planning and compensation and benefits initiative. Prior to joining NJR, Ms. Mullan served as Director and Senior Vice President of Human Resources in North America for Willis Group Holdings, a leading global risk advisor, insurance and reinsurance broker.

Ms. Mullan holds a Masters of Business Administration from Rider University and a Bachelor of Science from the University of Delaware. She is certified as a senior professional in human resources (SPHR) and holds a Society of Human Resources Management - Senior Certified Professional (SCP) designation.

Ginger P. Richman

Ms. Richman joined New Jersey Resources (NJR) in 2003. She is responsible for business development, strategy and expanding NJR Energy Services’ (NJRES) presence into new market areas in the West Region. Prior to this, she served as Vice President of NJNG Energy Services for approximately two years, where she was responsible for all gas supply purchases for New Jersey Natural Gas (NJNG) and optimization of the NJNG's storage and transportation portfolio. In addition, her prior experience with NJR includes Vice President of NJRES where she oversaw the Transportation and Exchange group, business development, strategy and the company's expanding presence in new market areas. Before joining NJR, Ms. Richman served as Vice President of Transportation at El Paso Corporation in Houston. Her career at El Paso included a broad spectrum of responsibilities including valuation and analysis, and the creation and oversight of a mid-marketing group.

Ms. Richman received a BBA finance degree from University of Houston - Downtown.

Mr. Smith joined New Jersey Resources (NJR) in 1984 as an Associate Auditor. In his prior role as Director of Internal Audit, he systematically redefined the internal audit function at NJR.

Mr. Smith has a bachelor's degree in accounting from Monmouth University.

Certified as an internal auditor, fraud examiner, and holding a certification in risk management assurance, Mr. Smith is a member of the Association of Certified Fraud Examiners and the Institute of Internal Auditors.

Prior to joining NJNG, Mr. Sperduto was Director - Corporate Issues for Newark, N.J.-based Public Service Electric and Gas, one of the largest combined electric and gas companies in the United States.

He holds a bachelor's degree in business administration from Seton Hall University and an MBA from Rutgers University.

Mr. Sperduto currently serves as a Director of the New Jersey Utilities Association.

Westhoven
Stephen D. Westhoven

Mr. Westhoven joined New Jersey Natural Gas in November 1990. In his role as Senior Vice President of NJR Energy Services (NJRES), he is responsible for natural gas supply acquisitions, negotiating transportation agreements and the continued growth and development of NJRES. Prior to his current position, he worked in the engineering and gas supply departments, before becoming a Director, and eventually Vice President of Energy Trading at NJRES. 

Mr. Westhoven earned a bachelor of science degree in mechanical engineering from Catholic University and is an alumnus of Harvard Business School’s Advanced Management Program.

Zilai
Deborah G. Zilai
Vice President - Corporate Services
NJR Service

Ms. Zilai is the vice president of corporate services for New Jersey Resources. She joined New Jersey Resources in June 1996 after a 20-year career with IBM. Her current responsibilities include technology, facilities, security and office services.

Her education and training include earning a bachelor's degree in mathematics from Cedar Crest College and completing over 2,000 hours of business and technical training at IBM.

Ms. Zilai is a member of the Board of Directors of Family and Children's Services where she serves on the Strategic Planning and Policy Committees. She is also a member of the American Gas Association Technology Advisory Council and Human Resources Policy Committee. In addition, she participates on the Executive Council of the Center for Energy Workforce Development.
